Who sees the ZATCA page, what Phase 1 and Phase 2 do, and which documents your shop issues.
The ZATCA page connects your shop's invoices to the Saudi tax authority's e-invoicing rules. This guide describes what the screens do. It is not tax advice; confirm your obligations with ZATCA or your tax adviser.
It is off until you switch it on.
Once the seller details are complete, Onboarding for Phase 2 appears. Needs attention and Latest documents appear when there are documents to list.

Sandbox and simulation certificates are for the onboarding checks only. They never sign real orders.
