Turn on the cash on delivery controls and set the order amounts that may be paid on delivery.
COD & risk limits who can pay on delivery and when, to cut orders that are refused at the door or returned by the courier. The limits, codes, risk score, location rules and blocklist apply only while Use these controls is ticked. The discount for paying online works on its own.
Customers only ever see "Cash on delivery isn't available for this order" or your amount limit. They never see their score or your blocklist.
The menu item shows while cash on delivery or card on delivery is one of your payment methods, or once COD checks have been recorded. Opened without either and with an empty blocklist, the page shows only a Cash on delivery controls note: "Cash on delivery is not switched on for your shop. Turn it on under Settings → Payment Gateways to use these checks." See Cash on delivery.
Go to Customers › COD & risk.
The amount is what the rider or courier collects: the order total after the wallet, without a cash on delivery fee. The maximum cannot be lower than the minimum.
Select Save at the bottom of the card. You see "COD & risk settings saved."

Amount limits, confirmation codes and the by-location rules work on every plan. The risk score and the blocklist are part of your plan's advanced COD tools. Without them those cards say "The COD blocklist and the customer risk score are not included in your plan. Order limits and the confirmation code keep working. Upgrade your plan (Plan & billing) to use them."
On the online store, a method refused by these rules stays listed at checkout but cannot be chosen. The customer reads why: for example "Cash on delivery is available for orders up to" your maximum, or that it "isn't available for this order".
