The three Delivery Area choices, what each one switches on, and how local delivery and courier shipping can run side by side.
One setting decides how your shop delivers: Delivery Area, on Shop › Settings › Delivery Settings.

By Shipping Zones is listed only when shipping is switched on for your shop. See Shipping and couriers.
In By Radius and By Places, the area is a guide until you switch on Only accept orders inside my delivery area.
The hint under the switch shows the current state, for example "Now OFF: customers anywhere can order."
By Shipping Zones is always enforced: an address no zone covers cannot order.
The panel shows the delivery team, slots, collections and express only to shops that deliver with their own drivers. A shop does when:
If your shop was set up without local delivery, the tab shows Deliver With Your Own Drivers. Choose Yes, my own drivers deliver inside my delivery area and save. A radius above 0 is required.
A shop with shipping can do both.

Saving Also Ship By Courier with Yes switches Delivery Area to By Shipping Zones and keeps your local delivery for nearby addresses.
With both on, Local Delivery Area decides which addresses count as nearby: Within the delivery radius of my shop or Inside my delivery locations (drawn areas). Nearby addresses get your local charge, time slots and express. Every other address is shipped at your zone rates.
