Before you start
Shipping must be enabled for your shop, and at least one zone must exist. Turn on Courier shipping in Shop › Features. If you do not see it there, ask support.

Who can use this
Shop owner, Shop Manager
Test a shipment runs the same calculation checkout uses, on your zones and rates. Nothing is saved and no courier is contacted. Use it after every change, and to answer "why can't this customer order?".
The card sits beside the zones list on Delivery › Shipping zones & rates. It appears once you have at least one zone. Shop Managers can use it too, from their Shipping menu.
Enter the address
Country. Your shop's country is pre-selected.
State and Postcode are optional. Fill them when your zones use states or postcodes. Spell the state as Google does.
Enter the cart
Weight (kg) is the whole cart's weight in your shop's weight unit. Order value is the cart total. Items is the number of items, used by per-item rates.
Optionally pick a rate
Customer picks: leave The cheapest rate (default), or choose a rate to see what happens when a customer selects it.
Calculate
Select Calculate. The result appears under the button.

It does not apply to this cart. The reason is shown under it

The shop owner also sees "edit" links to the zone and to each rate.
What the messages mean

What to do
"No zone covers this address: customers there see "We don't ship to this address yet"."
Add the country, state or postcode to a zone. See Shipping zones
"The zone for this address is switched off, so customers there cannot order."
Select Switch on on that zone
"The zone matches, but none of its rates applies to this cart, so it cannot be ordered."
Read the reason under each rate, then widen a limit or add a rate
"Ships free with "…" (the order reaches its free-shipping amount)."
The rate's Free when the order is at least was reached
"The rate the customer picked does not apply to this cart, so the cheapest one is used."
Checkout does the same when a chosen rate stops applying
Reasons shown under a rate that does not apply:
"Cart is lighter than this rate's minimum" or "heavier than this rate's maximum"
"Order value is below this rate's minimum" or "above this rate's maximum"
"Beyond the last slab, and no "each extra" price is set"
"The prices of this rate are incomplete — edit and save it again"
The result is the zone rate only. At checkout, self pickup, a customer's free delivery, your shop-wide free delivery threshold and tax on the delivery charge are applied on top. In a shop that also delivers locally, nearby addresses use the local delivery charge instead of a zone rate.
