What Starter, Growth, Scale and Enterprise include, the counts each allows, and the monthly and annual billing rules.
Three plans are sold online: Starter, Growth and Scale. Enterprise is arranged with the team. Each higher plan includes everything in the plan below it.

The customer app for iOS and Android is not part of any plan. It is an add-on.

You cannot move to a lower plan, or from annual to monthly, on the page. The refusal reads "You can only move to a higher plan, or from monthly to annual billing. To move down, contact support."
An upgrade or a switch to annual applies when the payment is confirmed, and a new billing period starts then. You pay the new price less a credit for the unused time on your current plan.
