Which orders can be assigned

Skipped orders are listed as "Skipped :orders: :reason". The reasons are:

Message	What to do
"Choose a delivery agent."	Pick an agent before applying
":name is disabled. Enable the delivery agent first or choose another one."	Enable the agent on Delivery agents
"That person is not a delivery agent of this shop."	Choose one of your own agents
":name works at other locations and cannot take orders of :location. Only the shop owner can assign them."	Ask the shop owner, or pick an agent of that location

In the orders filter, Delivery Assigned to lists orders of one agent, or Not Assigned orders.

With Enable Delivery Location Assign on, the shop owner can give each agent the delivery zones they cover. See Add a delivery agent.
