How quantity steps, the maximum per order and stock levels appear to customers on the product page, in the cart and at checkout.
Three product settings decide how much of a product a customer can buy: whether it is sold loose, its maximum per order, and its stock.
A product with Sold loose by weight/measure switched on is ordered as an amount of its unit, for example 0.75 kg. Every other product is ordered in whole units, whatever its unit. A 1 kg bag is a count item.

An order cannot be placed while a quantity breaks the rule.
To change this: the product's Unit & codes card. See Units, codes and selling by weight.
A product with Max per order set cannot be ordered beyond that number in one order.
To change this: the product's Inventory card. See Inventory fields on a product.
With stock tracking on, customers can see stock levels.

Stock that another customer is paying for online is held for a short time. A line affected by a hold shows how many are available at that moment, and the customer can reduce the quantity, remove the line or try again. Checkout reads "Some items are being checked out by other customers right now. See your order summary to remove them, reduce the quantity or try again." The cart has its own stock notices. On a sold-out product the buy button can become "Notify me when it’s back". See Wishlist and "Notify me".
