How discounts combine at checkout

The order in which coupons and discount rules are applied to one cart, and what stops two offers from stacking.
What a customer pays depends first on your shop's discount mode.
The customer can enter one coupon code. It takes its discount off the products it covers. Discount rules are not applied. A test run is the same for customers.
The engine works through the cart in stages. Each stage sees what the earlier stages left of every line.

Stages 1 and 2 are chosen together, by the option under When several offers apply.
This check runs at every stage: an exclusive product discount also blocks a coupon, a free gift and free delivery.
One order takes one code. The engine looks it up as a coupon first, then as a rule's own code, then as a bulk code.
If an applied rule does not accept the coupon or the coded rule, the customer sees "This coupon cannot be combined with the offer already applied."

Uses, budgets and bulk codes are taken when the order is placed. If two customers race for the last use, the second sees "This offer is no longer available."
An order keeps the offers it was placed with when staff edit it. Minimums are not checked again. Only a payment method offer is re-checked, when the payment method changes.
Cancelling an order gives back its coupon use, its rule uses, the budget it took and its bulk code. A return or a refund on an order that is not cancelled gives nothing back.
