Before you start
Shipping must be enabled for your shop. Before Delivery Area is By Shipping Zones, open this page from Shop › Settings › Delivery Settings. Turn on Courier shipping in Shop › Features. If you do not see it there, ask support.

Who can use this

A shipping zone is a group of places you ship to: a whole country, some states, or postcodes. Each zone has one or more rates. At checkout the customer's address picks the zone, and the customer chooses one of its rates.
Shop Managers see this page read-only. Only the shop owner can add or change zones.

Add zone.
Your zones. Each row shows its regions and rates, and the actions Switch off or Switch on, Edit and Copy.
With no zones yet, the page offers Create your first zone and two starters. Whole country, flat rate and Weight slabs both prefill a zone for your shop's country, then open the matching rate form.

Name is for you only. Customers see rate names.

Blank covers the whole country. Spell it as Google does, for example "Karnataka"
Postcodes (optional)
Blank covers all postcodes. Separate several with commas
Postcode patterns: 560001 is that postcode, 560* is every postcode starting with 560, and 560000-560099 is a range with both ends the same length. Spaces and hyphens inside a postcode are ignored.
Add a country or state adds a row.
Save
Select Save and add a rate. The rate form opens, because a zone without an active rate cannot be shipped to. The zone's countries are added to Ship To Countries if they were missing.
On an existing zone, the Rates card lists its rates with Add a rate.
When zones overlap
The most specific match wins: an exact postcode, then a prefix or range, then a state, then the whole country. A "Bangalore, 560*" zone can therefore sit inside an "India" zone. For the same area, the zone higher in the list wins. After saving, a warning names any other zone that covers the same area.

A zone can hold at most 1000 postcode patterns; use prefixes or ranges for long lists.
Shipping zones count toward your plan's delivery zone limit, together with drawn delivery locations. Over the limit, a new or copied zone is refused with a message that starts "Your plan allows". Existing zones stay editable.
Troubleshooting
"Choose a country for every row." A row has a state or postcodes but no country.
"… is not a postcode pattern." Use 560001, 560* or 560000-560099, separated by commas.
"No rates yet: customers here cannot order." Add a rate to the zone.
"No regions: this zone never matches" Edit the zone and add a country row.
