Where your policy pages are linked from, and when visitors are asked about cookies before your analytics and pixels load.
Your policy pages and the cookie banner are the two places where customers read your terms. Both are built from things you control in the panel.
Every page you create under Shop › Pages has an address on your store starting with /pages/. It is shown with your theme's page template, so it carries your header and footer.
A page address that does not exist shows your theme's "Page not found" page.
Four pages are linked automatically from the checkout footer, by their address:

A link is shown only when that page exists. A missing page leaves no dead link.
When the terms page exists, the sign-up form links to it in the line "By creating an account you agree to our" followed by "Terms of service".
Elsewhere on the store, policy links are menu items you add yourself, usually in the footer's legal menu.

When a banner is needed, a visitor's first page shows "Your privacy" with two buttons, "Accept all" and "Reject all", and a "Preferences" link in the text above them.
The "Preferences" link opens the categories inside the banner and adds a "Save choices" button. The visitor chooses by category:

Nothing in the last two categories loads until the visitor allows it.
By default it follows your shop's country:

You can override this in either direction: always ask, or never ask.
A browser that sends a Global Privacy Control signal is respected. Marketing cookies stay off for that visitor until they make their own choice, even where no banner is shown.
