Add the prices customers choose from in a zone, priced flat, by weight, by order value or per item.
A rate is one shipping option of a zone, such as "Standard" or "Express". Checkout offers every active rate that applies to the cart and pre-selects the cheapest. These prices are what the customer pays; courier prices are not used.
On Delivery › Shipping zones & rates, select Edit on a zone, then Add a rate. A new zone opens this form by itself after saving.

Set any rate options, then select Add rate. You return to the zone, where the rate is listed.
Weights are in your shop's weight unit, the same as product weights. See Units and product weights.
Rows work the same way, on the order value. There is no "each extra" price here: an order above the last slab cannot use the rate. Add a last slab with a high limit. The hint on the form also suggests "free over". That does not help: an order above the last slab cannot use the rate, even when it reaches Free when the order is at least.
With a First item price, three items cost the first-item price plus two times Price per item. Without it, they cost three times Price per item.
On the zone's edit page, the Rates card has Edit and a delete button for each rate. Orders already placed keep their shipping price.
