Every Audience option on the push notification form, and exactly who each one reaches.
The Send to card of the push notification form decides who gets the message. Pick one option in Audience; a line under the list explains it, and some options show one more field.

In every case a person is reached only on a device that has your app with notifications allowed.
All Customers. Everyone in your customer list when the job runs, plus app installs with no account. Customers get the translation that matches their language. App installs have no language, so they get the first tab's text.
Selected Customers. Type in Customers to search by name or phone. Only customers with a device registered for push are listed. You can pick up to 1,000 customers; for more, use a group.
Custom Group. Choose a group you built yourself; each shows its number of customers. An empty group shows the warning "This group has no customers yet, so nobody would get the notification." See Customer groups.
With no groups at all, the form shows Create a customer group and keeps SEND switched off until you pick another audience.
Filter Group. Customers are picked from their order history when the job runs:

A filter counts every order placed at your shop in the period, whatever its status. Customers who have never ordered are included too.
App Installs (Not Registered). Devices that have your app with notifications allowed but no signed-in customer. They are not in your customer list and get the first tab's text.
