If marking orders ready is enabled for your shop, the order has been marked ready. See Mark an order ready.
Two settings on Shop › Settings › Delivery Settings narrow the list further.

Effect in the app
1
Enable Delivery Location Assign
Each agent is offered only orders whose address is inside the Delivery areas chosen on their agent form. An agent with no areas chosen is offered nothing
2
Notify Delivery Before (in minutes)
An order booked for a delivery slot today is offered only once its slot starts within this many minutes. It starts at 60. Enter 0 to offer every order straight away
The minutes apply to orders booked for a slot today. Orders without a slot, express orders and orders whose date has passed are always offered. An order booked for a later day is not offered until that day, unless the setting is 0.
Both settings are hidden for a shop that does not deliver with its own drivers. Every field of the tab is in Delivery settings.
Assigning from the panel
You do not have to wait for an agent to take an order. Choose Assign Delivery Agent in Bulk Actions on the orders list. The order stays in Preparing Order, is offered to that agent only, and the agent gets a notification in the app. See Assign orders to a delivery agent.

Rules
Accept
Delivery Guy Assigned
An agent accepts only for themselves. If two agents accept the same order, the first one gets it and the second is told it was already accepted
Picked up
Order Picked Up
The order must be the agent's own, or one of a shop and location the agent works for. Several accepted orders can be marked picked up in one go
Delivered
Delivered
Allowed from Preparing Order, Delivery Guy Assigned or Order Picked Up. Marking it twice changes nothing
An order that is already Delivered or Canceled cannot be accepted or marked picked up.
The customer is notified of each status change in the same way as when you change the status from the panel. See Order statuses.
What delivering records
The delivery is credited to the agent who accepted the order. Where your platform uses delivery PINs, it is credited to the agent who delivered it.
