Make delivery free or cheaper, optionally above an order value, in chosen zones or with a code.
Free delivery works on the delivery charge, not on products. Use it when the free-delivery threshold in your delivery settings is not enough: for a code, a customer group, a schedule or a partial discount.

Use the first for "free delivery over 100". Fill only one of them unless you mean both.
Enter a Code in card 6 for a free-delivery code. The customer types it in the coupon field and sees "Code applied". The saving shows on the delivery line.
Every offer type shares the same optional cards: products and exclusions, customers, channels and locations, schedule, code, limits and budget and priority and combining.
