The Unit & codes card is on every simple product. A product with variants sets the unit and codes on each variant. Its Details tab has a Selling by measure card instead and, when the HS / HSN code applies, a Codes card.

Sold loose by weight/measure
The Sold loose by weight/measure switch, not the unit, decides how customers order the product.
Off is the default, also for every product that existed before the switch was added. The product sells in whole units, whatever its unit: a 1 kg bag or a 1 L bottle is one item.
On lets customers choose how much they want, for example 0.75 kg of tomatoes. Two fields appear:

Customers choose a quantity in steps of this amount, in the product's unit. Blank means 1
Minimum
The smallest quantity a customer can order. Blank means the same as the step
Both must be greater than 0, with at most two decimals. The minimum cannot be less than the step and must be a multiple of it: with a step of 0.5, use 0.5, 1 or 1.5.
The switch needs a weight, volume or length unit. With any other unit the page answers: "Sold loose by weight/measure needs a weight, volume or length unit (kg, g, L, ml, m …). Pick one, or leave it off for a count item."
Products with variants
The Selling by measure card has the same switch, Step and Minimum. Saving copies them to all the product's variants. It is refused unless every variant that has a unit uses a weight, volume or length unit, and at least one variant has one. On a new variable product, generate the variants and set their units first.
