The Google setup checklist sits at the top of the Google Merchant Center page, with a count such as "5 of 12 done". It stays open until every required row is done. Then it folds into one line, Google setup is complete, which you can open again.
The same progress shows as one line on the Google categories page: "Google setup: 5 of 12 done. Next: …" with Open Google setup.

Give your products a Google category
At least 90% of your products have a Google category. The row shows the percentage

Use valid barcodes (GTIN)
No barcode is refused as a GTIN. Otherwise the row counts them: "… barcodes are not valid GTINs and are left out."

How the first sync starts
The row Send your products to Google says: "Starts by itself once everything above is ready. A large catalogue takes a few hours." You do not have to press anything. Progress and results are on the same page: see Sync status and product problems.
The other channels
Meta, TikTok and Snapchat have the same kind of checklist with their own rows: connect the account, choose the business, choose or create the catalogue, make the store live, send the products, and sync without errors. Their recommended row asks for a brand (Meta: a brand, a barcode or an MPN) on every product.
