Decide whether the delivery charge and the shop charge carry tax, and at which rate.
Two switches near the top of Tax Settings control tax on the charges you add to an order. Both are on by default, and both do nothing while Enable Tax is off.

Go to Shop › Settings › Tax Settings.
Turn Enable Delivery Charge Tax and Enable Shop Charge Tax on or off.
Under Tax Category Settings, choose Delivery Charge Tax Category and Shop Charge Tax Category.
Select Save Settings.
Your store shows the service charge with its tax included. Where the tax is added on top, the row says how much of it is tax. See Tax and invoices on your store.
The Advanced invoice lists a taxed delivery charge and a taxed shop charge in their own table, each with its amount before tax. See What an invoice shows.
Orders already placed keep the charge tax they were placed with.
